The bar should be translucent (I have good enough gfx)

Does anyone know of any software related issues that might make my bar not translucent? I have tried uninstalling just about every GUI-related piece of software I have, and I'm coming up blank.
I have GMA 950 graphics, so I so be able to run it like most others... I'm out of ideas, I would just do a fresh install but I absolutely don't have the time. 🙁
