Is this possible? I'd like to get a 15" PB and a second display. For times when I've got the book hooked up to, say, a 23" Cinema, can it run at it's full res? Or will it have to match the book's res?

it depends. if you run it in mirroring mode (a really, really stupid thing to do), they resolutions must match. however, if you want 2 different displays, as you clearly do, then no, it does't matter what resolution you run either at. you can set them completely independently. when you click on displays in sysprefs, it loads a separate window in each display so you can configure each.
