Somebody know any good page with tips how to make a page SEO friendly?

And how does the search engine like javascripts, if I understand right you shouldn't use it on navigations and links. But can I have some boxes on the side of my page like mootools kwick to show some information?

Should you change the "description" meta tag for each page to match the content?

You should assume the search engines don't read anything in javascript. Beyond that, description tags may help a little, but are less important than in the past.
