Do a force restore.
Hold down both buttions till it turns off. Then the second you hold down the power buttion to start it. Keep tapping the home buttion till it starts in recovery mode. Download 1.1.1 us the option key+restore buttion on itunes and restore it to 1.1.1 then start from there.

When you download, are you using Safari? If so, use Firefox instead.
