Dreamweaver pros-Help me out?

Hey, I'm looking to redesign my site, but I'm haveing issues that could probably be easily cleared up (due to my lack of knowledge of the program).

I decided that I wanted to use frames so that there would be a navigation bar at the bottom and when you clicked on the links, the main page would change to what you selected, but the navigation bar would remain.

I thought I set things up right, but when I click on a link, the frame where the navigation bar was changes instead of the main part.

Also, I can't even get the menu frame to appear online, just when I test the page with a browser through Dreamweaver.

So, how exactly do I set this up?

on each link, you need to set the target frame, otherwise it will just open in _self and then change the original frame.

That was, quick, but I still don't know how to save the two frames as one file so that it pops up under 'index.html' when you type in the site.
