While Bush vigorously defended the decision to go to war, signs of cracks in the adminstration’s solid front were appearing.
Defense Secretary Donald Rumsfeld indicated for the first time Thursday that he had serious doubts about the credibility of the prewar intelligence reports.
Asked whether he still believed that such weapons would be found and whether the administration’s credibility was suffering because of poor intelligence, Rumsfeld replied:
“It’s not clear that it was off by a little bit or a mile at this stage. If it is off by a lot, that will be unfortunate.”

Sounds like Tenet and the folks at the CIA are going to be the fall guys. After all he was a leftover from the Clinton administration and therefore it's all Clinton's fault!

The White House on Wednesday sought to paper over any differences with Defense Secretary Donald Rumsfeld, who complained he was not told of a postwar Iraq reorganizational shake-up.
Rumsfeld's annoyance at the White House emerged during an interview he gave to London's Financial Times newspaper, a rare display of public pique within President Bush's famously insular inner circle.

Wasn't Rumsfeld also running a "second CIA" of sorts out of the Defense Department because he and the other neocons were sick of the risk-aversion (and possibly the truth-telling) tendancies of the real CIA?

The CIA didn't used to tell lthe truth or avert risk.
After they discovered the consequences (i.e. blowback), they decided it'd be better to follow some guidelines. Perhaps the White House is just now learning those same lessons.

Actually that may be one of the unintended consequences of the California campaign, as well as an indicator of how much the economy matters to voters.
Almost all of the arguments made against Davis can be made against Bush, ie. lied about budget numbers, ran a surplus into a defecit etc.
You can bet the Dems will be hammering Bush with the same weapons that were used against Davis.
