Time Machine & Incomplete Files

What does Time Machine do when a file is incomplete at a scheduled backup?

Like Final Cut is exporting a large file or a file is downloading and not complete?

Does it exclude the file? Or copy the incomplete one?

I can't see the use of having unusable, incomplete files backed up.
