Steam question (transferring ownership of a game)

If you have the physical copy of a game that uses Steam (ie Orange Box), and you want to sell it, can you? If you can, how?

Well the question is have you already installed it and is it tied to an account already (aka did you install it and put the activation code already)
 
In theory you can't.

If you must, you can say you installed in the wrong account.
If that works of course the current install will be deactivated.
