Have to have caps and num lock on to type

Hi guys,
I wasn't sure where to post this but it is rather strange. In order to type like i am now (lower case), i have to have the caps lock and num lock both on. I have already restarted and repaired permissions and neither of them work so i was wondering if any one could help??
