upgrating HD on mini mac problem

Upgrading new HD seagate 100g ATA to my old G4 and I'm not sure where is the problem. When I insert the CD with OSX doesn't want to boot from CD. So I can't format disc and continue. CD is spinning and nothing.What I'm doing wrong?
 
Are you sure you have the jumpers/pins set correctly for your new drive? Does the G4 use the same bus for master/slave? If so, then you might have a hardware conflict. (I'm assuming it is a PATA and not SATA.)
