Just get in their official website:

www.paypal.com

Sign Up with your preferred email account, select the account type that best serves you, then you have to validate it either with a credit card or bank account.

Then you can send/receive money via PayPal, skype, ebay...

There are limits on the transaction amount and monthly withdrawals based on if you are validated/confirmed I don't remeber the excat name they use and the account type.

Read their website isntructions there are pretty clear.

Be very cautious on the emails you recieve, from time to time you'll get fake emails in your inbox, you'll know they are phishy requesting to reset your password or something, always log in from their main website, never from an email link.

you do NOT have to link to a bank account. it is needed IF you want to be a "certified" user. but if you use it just for paying people, you don't need to link it

what you probably need to do is link it to a credit card.

Most of the time its printed on your checks, and/or checking statements.

If not, call your bank.

Dude, not something we can help you with. At 17, you should have no problem getting a debit / check card from your bank. To add your bank account to PayPal, you click "Add Bank Account"

Any information they ask for, you will have to get from your bank.

"so what is my branch number? is it the 3 or 5?

also my bank is closed...so how can i get the other number!"

FROM YOUR BANK. How hard is that to get? Seriously, we don't know who your bank is, we don't work for your bank and we do not have the power to magically guess what your information is.

edit - if you plan on paying people directly from your bank account all the time, you might have some problems. (a) your PayPal account address will appear as "unconfirmed" when people receive payments, which means that the seller IS NOT protected for the transaction. You have to add both a credit card AND a bank account to be both verified and address confirmed. Also, when sending from the bank account, there is about a 5 day processing period where it charges your bank and transfers your money, so your items will be delayed significantly.
