While searching, these terms seem to be synonymous. I know when doing this in 98 or XP the command (format c) was used. When installing Jag or the upcoming Panther, do you just do an erase upon startup or is there an actual procedure to format?

"Erase and install" means wiping the volume (meaning putting a new FileSystem on it = formatting) you want to install the OS on, similar to "Format C:".
If you use the utility called Disk Utility while booting off the Panther CD, you can choose for more options:
1. Erase volume (same as above), but gives you the opportunity to enable (or disable) Journaling.
2. Partiton the disk (a bit similar to "fdisk"). Thus creating multiple volumes on the disk. This option cannot be done if you wish the installer to "erase and install".
So, no real procedure. If you like the way your drive is partitoned, and only want to do a complete erase of the Boot-volume, then letting the installer do the erase is easiest.
