I Need help to translate a program.

hi to everyone.
im tried to translate Starrynight to persian.
starrynight is a program that wrote by MAC now im using Windows.
im trying to open a qtr file by a binary editor but somthing get unormal.

there is an another problem an thats it :
persian doesnt support by mac , in windows how wants to write persian use UTF-8 encode but mac dosent support it!!!
please help me i need to know is there any program runs in windows that can edit mac based files?
