I hate to say this, it's really bad, but you can use GIMP. It is way simple for text stuff, but otherwise, it is hard to work.

i was going to suggest the GIMP but it's a bit heavyweight for simple text on pictures isn't it?
I'd say have a go with Preview first, then try skitch then try GIMP

yeh i know! i was annoyed too! You can get it back if you have tiger OS discs. I think it's on disc 2. Just put it in and find the install.

GraphicConvertor is free/share ware and provides this facility, plus a selection of useful image editing tools. It also supports every bitmap file format known to man, and a couple that aren't.

There's also GIMPshop, which is GIMP with redesigned buttons and menus to look/act like Photoshop. So, if you know Photoshop, you'll feel at home in GIMPshop.
