iMovie08 is a great clip editor for putting together short movies. It does not have what most consider "special effects"

Download iMovie06 (or iMovie HD) from apple's web site. It's free and will allow you to add special effects.

There are some other ways to do special effects outside iMovie 08 (e.g. use JesDeinterlacer to slowdown/speed up a clip), but iMovie 06 has it all in one interface.
