Relocking unlocked iPhone from US

I want to send an unlocked US iPhone to Canada for my friend to use. If/When the iPhone is announced in Canada, could she somehow restore it with a Canadian/Rogers version of the firmware to re-lock it, so she can be legit on the network? Has anyone tried this in the Europe with an unlocked iPhone from the US?

If you meant getting a contract before the iPhone comes, she already has a Rogers contract.

If you meant after relocking the iPhone, I thought she would just do that through iTunes.
