iPT only syncs with outlook, which requires a internet connection to run?

my friend asked me to help him set up syncing of his iPT and windows XP pro. but the internet is broken on his laptop. I just can't open outlook since it asks internet connection to start.

Maybe its the initial setup of outlook that asks for internet connection, still,,,,
