A number of potentially serious security vunerabilities have been found in Mac OS X 10.2.8 and below. OS X 10.3 appears not to be affected. I haven't seen any information from Apple on when a patch will be released for 10.2 and below.

So, are they saying that repairing permissions via Disk Utility doesn't take care of the permissions issue? It doesn't make sense to me that they would tell folks to repair permissions manually...
