the vast majority of Iraqis want to live in a peaceful, free world. And we will find these people and we will bring them to justice.

I thought maybe you were gonna quote him when he said that the Iraqis were attacking Baghdad because they saw the progress we were making and all the good we were doing and didn't like it.

Well, by reading the context, I think Bush was talking about bringing the terrorists to justice, but it was brought about in a terribly convoluted manner that obscured the meaning entirely.
I've heard that all of the terrorists currently in Iraq are from other Middle Eastern countries... don't know whether it's true.
