Just insert the disc, then restart the computer and after the "bong" hold down the "C" key until you get to the installer screen.
If you want to reinstall OS X go for it. If you need to repair the disc or permissions, you can get to Disc Utility to do that from the menu bar once you are past the welcome screen.
