Just saw someone's username followed on the next line by "In Time-Out"... never seen that before. What's that all about? A temporary ban?

yes its used to signify a temp ban.
although from what i know 'banned' can be either? not sure if that always means its 100% permanent.

That was the old system before Time-Out was introduced. As it stands:
Time-out means temporary ban
Banned means permanent ban

Yep, it's temporary. Been there, done that. I'd say it's akin to throwing a drug addict into rehab and then completely cutting them off from getting their fix cold turkey. Not fun :D

also, i always thought "guest" and "retired" were kind of the same. what differentiates the two?

"Guest" applies to members who have had their accounts deactivated for one reason or another. It's generally used for cases where the member hasn't done anything wrong, so "banned" would not be appropriate. It's more for people who would like to leave the forums and have their accounts shut down completely.

They are essentially the same. "Retired" has only been used in a couple of cases I'm aware of in which longtime, highly visible members decided to have their accounts deactivated.
