Can I close my white 13" all the way

when I hook it to a 20" monitor? If so could you please tell me how.

It's called "clamshell mode." Just close the MacBook and the external monitor will be the primary. You'll need a keyboard & mouse, obviously.
 
Yes, just let the computer sleep, then use an external keyboard and mouse to wake it up.
