USB Port Question

i just got an external toshiba drive and when i plug it into my left usb port it doesnt work but it does on the right side. everything else works fine on the left side with this exception. is this normal?

i'm considering exchanging it for a western digital one if this is a problem with the drive.

i have an external enclosure and it only boots from one port, but i cant remember which one it is, i think one of the ports is underpowered
