Open and Save file will start external hard drive and freeze seconds

Every time when I am opening up the file save or open dialog, Mac OS X will start spinning my external hard drive and I have to wait. And I do not want my external hard drives to come out of sleep either.

Is there a way of stop this kind of behavior? I find it very annoying.
