FTP Access problems

I've been messing around with my network settings, and somehow turned off FTP Access in my Sharing Services preferences. Now I can't turn it back on. The box won't let me check it. All the other boxes in the panel let me check or uncheck them, but this one won't

Won't what's going on?

If it looks like this, you need to click the lock in the lower left hand corner, and enter the administrator password when asked.

You'll be able to proceed after that.
