if I record a program on tv and run over which software is the best to edit the time etc on mac?

If you recording to DVD, then you must use a DVD ripping app such as Handbrake to convert the DVD into an editable format.
 
Some DVD recorders also have an option to record as an mpeg2 transport stream (.TS file extension). If yours has this ability, then you can edit this file directly using MPEG Streamclip and then export the result in a file format of your choice.

If your recorder doesn't have this feature, then you will have to use Handbrake as was already suggested.
