If you really want quad cores in a small package...

HP is using the Phenom X4 9100e for the Pavilion Slimline s3430f. It's a 65W quad core part and a little pricey compared to its other Phenom siblings but much cooler.

The extra cores should make it a nice encoding box and it sports a full sized 5.25" optical drive. The operating system options are rather lacking though.

If it ran OS X, I'd take it in a heartbeat just like any other PC.
