Themes currently download into
/private/var/root/Library/SummerBoard/Themes
just copy the themes out of there and into
/private/var/mobile/Library/SummerBoard/Themes
There is also a fix in installer that does this. I do not know the name. Sorry.

Are you on Summerboard 3.2 and do you have BSD subsystem 2.1 installed?

I had bsd subsytem 2.1 installed no joy and I now have cydia installed and summerboard 3.2 (used with both)
When you launch sumerboard, does it say "active"?
Have you cycled power since you installed?

He is right, it has nothing to do with location. Even the themes that install with summerboard do not apply. Only a respring and then back to standard theme. I have BSD installed, firmware 1.1.4, and I have tried patch method, which works to get summerboard on the phone but does not help other issue.
