I have been getting infuriated with how bad the wireless networking is between my mac mini with 10.5.2 and my lenovo thinkpad t61 with vista.

Previously, I had it set up so that from the PC I could access the mac HD freely but from the mac I could access the windows HD but in a limited fashion. I restarted both machines, and now the PC won't show up in the finder, but immediately the mac HD can be accessed from the PC via the network. Seems to me that the mac is the computer having the problem here...

In the time it took me to get pissed off, log on and type this, the finder noticed my thinkpad. Is there really a reason it takes 5-10 minutes for anything to happen? The Mac mini and the powerbook notice each other in an instant.

sounds normal to me. my PC takes a while to show up in the Finder when both machines are woken up. but it should stay in the Finder unless the PC disconnects or sleeps/shutsdown.
