I used to be able to rip and burn a DVD in around 13 minutes using an AMD Opteron 170 (dual core OC'ed to 2.6Ghz, XP Pro, 2GB and Elby), now with the MacPro (Octo, 16GB, XP Pro and Elby) it actually takes 30 minutes for the same movie. Shouldn't the MacPro be able to perform the task a lot quicker?

Have you considered the read/write speed of the optical drive? That probably matters more than any of the other factors you mentioned.

I used to have dual SATA DVD 18x burners attached to my PC each on their own SATA port, right now I have dual PATA (16x and 20x) setup which are sharing the same IDE port. Elby actually rips the files into the HD first and then copies it onto the blank disk so it's not like if both DVD drives were reading/writing at the same time.
