I was browsing some skins for iPods the other day, when I came across this.

I'm not exactly sure what this is picture supposed to be or how the heck it's made, Kinda looks like some sort of green smoke or fog or something. but I'm dying to figure out how the heck to recreate this sort of thing as a cover for a CD my band is making.
Any ideas? And yes, I'm a n00b.

Kinda reminds me of the Flurry screensaver....although I don't think doing screenshots of that would be able to be scaled or cut down effectively.

It does look like smoke. You can experiment with photographing the smoke from a cigarette or cigar against a black background and the apply a colored filter.

It actually looks like an x-ray of something colorized a bit.

You can download a photoshop brush that does that very effect very easily. Try downloading these (http://mark-s.deviantart.com/art/Fractal-Brushes-Set-20484978) and giving it a shot.
You can also search google for fractal brushes

its not smoke or photoshop, its just a fractal created from a fractal program
