Please help a new, member. How do I enlarge
or reduce a JPG image. I use a G-4 w/OSX

Assuming you mean size increase/reduction:
This is easily accomplished via Photoshop.
GraphicConverter also does the trick at a fraction of the price. There are freeware apps out there as well, but I am not familiar with them.
Check out Version Tracker (http://www.versiontracker.com/macosx/), it'll be your friend.

You can also use iPhoto. Just import the photo, then export the photo, and there is a resizing option for the export.

if you need to do batch resizing, try:
iResize (http://www.versiontracker.com/dyn/moreinfo/macosx/21187)
i'm yet to try it, but may work well. (plus it's free, so what's to lose?)
