allowing international SIM card replacement, when we travel abroad. Now that all major countries in the world have iphone running on their network, shouldn't at&t allow people to put on local SIM from local carrier when OUTSIDE USA? I do not want to pay the 'roaming ransom' when i travel to Asia next year...

The only way to do this is by permanently unlocking the phone, which they will not allow.
And it's hardly available in "all major countries." It's available in the US and a bunch of Western Europe.
