Preview + paper size

I'm having a frustrating time trying to print on paper other than 8.5x11 with Preview. For instance, I have a pdf file that is 11x17. I try to print from Preview onto my printer with 11x17 by going to Print- Paper Handling and selecting the check box for "Scale to fit paper size". I then select 11x17, but Preview won't scale the image to fit the new paper. Instead it just prints what it sees as 8.5x11 onto the full 11x17 sheet of paper.

Anyone know how to fix this? I'm running OS X 10.5.2.
