Not directly. The method I use is to export the Leopard Safari bookmarks to a file, copy this file to a USB drive, boot into Vista, then import the file into Vista's Safari. You'll have to do some cleaning up after importing, since Safari assumes you want these new bookmarks as a new collection, and not a replacement of your existing bookmarks.
