Upgraded to Leopard, missing files

I just upgraded an old iMac G4 from Tiger to Leopard. The install didn't report any problems, but I'm finding that there are missing files. For example, the following directories and files are missing (checked against com.apple.pkg.BaseSystem):

private/etc/mach_init_per_user.d
usr/bin/gnutar
usr/bin/tar

I checked my MacBook Pro, and those files are present on that machine. I can restore the missing files from the original BaseSystem.pkg file -- but does anyone know how those files turned up missing? Has anyone else seen this before?
 
Well, I'm a CLI guy, so yes. I only found out because I tried to use tar to unpack an archive, but it wasn't there.
 
Where is tar? OS X Leopard

tar was missing on my system until I re-installed Leopard. I am the only user of this machine and was dismayed to find that it was not there.

I did a complete re-install of the Leopard and voila tar is now in /usr/bin
