FedEx should not be dropping things without a signature if the shipment requires a signature. Things Apple has shipped to me have required signatures, and the shipper employee has been sure to check my ID.

They ship from multiple locations. Some things they have in stock frequently ship from California, while other things like custom-configured computers frequently ship directly from China. I believe that European orders are frequently fulfilled through Ireland.
