moving desktop with mouse curser using 10.4.11

The whole of my desktop (both the desktop picture and the menu bar on the top) move when I move the cursor around the screen with my mouse. Does anyone have any ideas how to fix this I am using 10.4.11 on an intel iMac.

Try pressing control and scrolling out.

Thank you for the advice. I have discovered that somehow the zoom facility in the universal access part of system preferences had been switched on.
