Some installers will place applications in your user folder instead of the main Applications folder, but usually they ask first.

You can move the files there to the main Applications folder if you like. The only issue with leavimg them in your home folder is that other users won't be able to access them.

More info:
If you want to move it, just grag/drop that application folder on the "Applications" folder, then all users will have access to it. The preferences you have are still stored in YOUR user folder. Any new user will have their own preferences. It doesn't hurt anything to leave it. Apps work pretty much anywhere, even on the desktop.
Welcome to the Mac.

This will also happen if you don't have administrator privileges. A smart installer will install it within the user folder if they aren't the admin.
