If one owned a Mac Mini that has apple care soon to expire, is it possible to purchase further warranty under apple care? To cover it for another year or two?

im thinkin yes maybe because u can put applecare on a machine thats about to expire on its 1 year free warntee so maybe ?

The AppleCare Protection Plan extends warranty to three years from the date of purchase of the computer. It cannot be extended any further.

The only way to extend it further is if you had bought the machine and AppleCare using an American Express card that doubles the manufacturer's standard warranty (which goes into effect when Applecare expires after 3 years). This would give you 4 years of protection, with the last year covered by American Express (rather than Apple).
