iPhone envy

I have gift certs for apple, which I was saving for the iPhone. Now I read you can't take the phones out of the store (AT&T or Apple) without activation. But what happens when I need to also get a second phone, a regular phone for a family plan? Also I want to port over my existing numbers. Will Apple be savy to that like cell cariers?
I need to buy the iPhone from apple, but activate at AT&T to get the other non iPhone. I wonder what the odds are that I can use my apple certs at the AT&T store? With my luck its 0%.
