Blame the ISP for a user who downloads songs. It doesn't sound like they want to charge the ISP who HOSTS a music site, but ALL the ISPs who users log in through to just get on the net, if that user then downloads music. Interesting they don't blame the ISP when a user downloads Child Porn, or bootleg software, as the ISP is just the connection, not the HOST. This is just stupid. I think if someone is going to post or stream music, they should be the one paying the royalties, just like a radio station does.
