Filevault questions

I have to implement encryption on all our companys macs (desktop and laptop).

I need to secure filevault so no one can uninstall it. Is there any way to prevent users from authenticating and removing filevault?

I just noticed something , I had filevault on and reset my login password. I rebooted and couldnt log in with the new pass, why doesnt filevault update?

Is there any other option for encrypting user profiles and making sure they cant uninstall it?
