Can I get a free iPod if I qualify for the teacher education discount but not the college student discount?

Yes you can. Straight from Apple's page on the sale:

If you’re a student, teacher, or staff member and you buy a Mac with your education discount between June 3 and September 15, 2008, you can get a free iPod touch or iPod nano after rebate.*

Yes, in fact I just did it using a part-time school district worker's badge and it was fine.
