so I was trying to do a shortcut for the utilities folder on my desktop by dragging the icon, and realized that it copies the whole content of the folder. quickly I hit cancel button and now I don't have any of the utilites in my original folder... there are not in the trash either.
any idea where I can find them? is there any temporary folder?

Do you have the CDs that came with your Mac? If you do, you can do an in place install that will reinstall all the Apple Original software but keep your files in tact. There is a detailed guide here.
 
before I do that, can I copy utilities folder from another mac and change the permissions via disk utility?

That should work. I've copied entire programs, including Boot Camp, to another Mac and they work no problem.
