One of the reasons I may be having battery/power issues is because I have the wrong power adapter for my PowerBook. I am using a 45W adapter, not the 65W that came with it.
Could this be causing power issues?

Definitely!
The 45 watt adapter was only meant for the 12" PBs. The 65 watt ones can be used for all PBs.

For one, the battery may not charge correctly.
For others, a connected external display may not work, external devices like drives may not work properly, etc.
What issues are you seeing?

i did go through my last battery rather quickly (about 1.5 years). And that is all. Just got a new battery and was wondering if I'm wearing it out faster by using the 45W adapter.
I figure it wont charge as fast, so I just wont use the computer as its charging.

You should not be using the 45 watt adapter if you are using a PB 15" or larger. You can damage the battery as well as screw up the PMU. Go buy another 65 watt adapter.
