Apple Stores Selling Out? Exisitng ATT Customers / Exchange

Can existing ATT customers buy iPhones at the Apple store for the unsubsidized prices 399/499? It sounds like you can not at the ATT stores... Are Apple Stores Selling out? Has anyone confirmed that exchange works on the $30 a month plan?
