Is there any way to buy the iphone 3G in USA not being a US resident (=without Social security number or Valid government-issued photo ID) and not getting the att contract?

yes, they say that they´ll bring it at the end of this month, but they would sell it at 700usd and with a expensive plan. The idea is to buy it in USA without the att contract.
 
I'd say no. You will have to at least have a decent credit. To do that, you pretty much have to be a resident.
There will not be a prepaid iPhone at least for a while...
(I don't know about the 499/499 contract-free iphone though... )
