can't get software updates or Mac help

Hi everyone. I am new to the site and have a problem.For some reason , when i click on software update, as we4ll as Mac help......... nothing happens. Even if the update icon is flashing, i still get no response.I am running 10.3.9(iMac) Any help- would be appreciated.
