Making smoother and glassy-looking Smiley

I enjoy making smileys and icons. I have created numerous Smileys and icons as well as Myspace Smileys on my PC.

But right now I'm having trouble making them more smooth or glassy.

Do you have any software that is worth looking into to solve this problem.

I would say Photoshop or Illustrator would be you best bet for creating icons or retouching them.
